EQ crashing on startup with (0xc0000142)

Since the 1.09.4505 build I have been unable to start EQ through IS on a Windows 2000 machine. It is working as usual under XP. Every time I start I get the following exceptions:

{The application failed to initialize properly(0xc0000142). Clik ok to terminate the application.}

then when i hit ok i get another error msg.

The instruction at"0x00000000" refrenced memory at "0x00000000". the memory could not be "read".
Click ok to terminate the program.

This seems to be a common problem with Win2k. I would be sure that you have all your SPs installed.

The system is fully patched (OS, IS, EQ).

Recently reinstalled windows, same issue. W2K, SP 4
