I have it set up that on start-up repeaters are off.
Caps Locks for Mouse to all windows
Alt+Caps Locks for Keyboard to all windows
I am playing 5 clients of EverQuest2.exe and while playing some of my clients become out of sync with the others when it comes to the repeaters being on or off. I have only noticed an issue with the mouse repeaters.
I try to reload the team profile, shut down the game and relaunch, and it doesn't fix it. Rebooting fixes the problem but only for a while. Any ideas?

I'd prefer to have ISBoxer topics on ISBoxer.com, but that's okay.
If you set hotkeys in your Repeater Profile, they will not be synced with the on-screen icons.
Instead, in the top pane under Key Maps select Always On, then in the bottom left pane adjust the Activate Repeat and/or Activate Mouse Repeat mappings.
Also, you should refer to ISBoxer's Quick Start Guide for EQ2 , particularly the Understanding Key Maps vs Repeater and Quickly add many broadcasting hotkeys sections.

I will take my problem to ISBoxer.com; that's no problem. I did want to clear up the confusion though. During gameplay, my clients should all have repeaters OFF. I have set Caps Locks to Toggle Mouse to All Windows. I have also set Alt+Caps Locks to Toggle Keyboard to All Windows.
Somewhere during my gameplay some of the clients have the mouse repeater on and some have it off. Once this occurs, there is no way for me to get them all back to on or off in sync. I hope this clears up the confusion.
