FPS Problems with Vanguard

99% of the time when I run vanguard with InnerSpace, I get ~5-6 fps max, and anytime I try to move or do something my ping skyrockets to over 3k. However, sometimes it works great (over 55fps, normal pings etc). I am running windows xp x64, 4 gigs of ram, dual x1950 graphics cards, so my pc is way above the req system specs. Once when I deleted InnerSphere/Reinstalled, it worked great, but then it crashed my whole PC, and since then anytime I try to use InnerSphere with VG, I get the above stated issues. I only have vital system processes running. Does anyone have any ideas as to why this is happening? How would I go about fixing it?
