As of this build (4079), Eve Online no longer seems to be receiving the Ctrl key, 4078 worked fine. Binds from IS itself work fine, it's just not getting through to the client. I haven't the chance yet to test if it affects the other meta keys or just Ctrl, or to test any other games.

I had a report of similar issues in EQ1, and I got it fixed in a newer build. Update to 4083
