Unable to move secondary monitor window

Using EQ1, after I set WinEQ 2.0 to use the secondary monitor, whenver I run that the window does not show up on my secondary monitor (any monitor for that reason). By pressing 'alt-shift-r' the window shows up on my secondary monitor but in the upper left corner with no title bar. If I try to move or resize the window in any way, it once again disappears and comes back in the upper left corner the same way as before.

How can I get the window correctly sized/positioned?
