I'm using WinEQ2 in conjunction with ISboxer, so I am getting 2 FPS numbers. I like WinEQ's better in that it's smaller and I can position where I want it.
IS puts the FPS display over top of the latency bar and you can't read your ping.

You can move IS's FPS display by holding ALT, and dragging the left-most character (i.e. the F). You can toggle it with CTRL+ALT+F.

Can we get an option to perma turn it off?

It's enabled in the Session Startup Sequence. Open the IS Configuration window, in the General tab, click Startup underneath Session. There will be a list on the left with fps indicator, you can simply click it, click remove, and click apply.
