Take a peek at the framerate options under World of Warcraft in WinEQ 2 preferences. It sounds like you're not expecting framerate limiting to be enabled, or you are expecting windowed gaming to yield the same framerate as real full screen.

Post your sysinfo.txt so I have a better idea of what is going on. You can get it by right clicking on the window title bar and selecting Generate System Info

Module 54: D:\Program Files\ATI Technologies\ATI HYDRAVISION\HydraDMH.dll
You should disable hydravision. It looks like you only have one monitor anyway, but even if you have two, you should use the dual monitor support built into Windows itself. Special apps like these can be nice sometimes, BUT it ends up reducing your 3D performance when trying to use both monitors.
Driver: RADEON 9250 /ati2dvag.dll/6/14/10/6587
The limiting factor of your system seems to be your Radeon 9250 -- not the 2.8GHz Celeron you mentioned :) The 92xx series of Radeon is Direct3D 8.1 hardware, whereas the 9600 and beyond are Direct3D 9. World of Warcraft is a Direct3D 9 game, so if they are taking advantage of features that are hardware accelerated by Direct3D 9 cards, you are missing out on performance improvements on that alone. The 9250 is perfectly fine to use, dont get me wrong, but it is several generations behind the curve, particularly as we near Direct3D 10 and Windows Vista. You may be able to help your issue a little bit by grabbing the latest Catalyst drivers, from ATI.com.
Adapter Display Mode: 1280x1024 D3DFMT_R5G6B5
Your Windows desktop is in 16-bit color. If World of Warcraft is in 32-bit color, then some color conversion has to take place in windowed mode that doesn't have to take place in full screen mode. This is because Windows is in full screen mode, and says it wants 16-bit color, and the game has to comply to that -- when the game is in full screen mode and says it wants 32-bit color, it gets 32-bit color. The conversion from 32-bit to 16-bit color means that some things are naturally going to go slower. You should either make sure that World of Warcraft is also set to 16-bit color, or switch Windows to 32-bit color and make sure World of Warcraft is set to 32-bit color. If 32-bit isnt listed but 24-bit is, use 24-bit instead. Just make sure Windows and World of Warcraft are set to the same thing

Past that, understand that you will naturally lose some framerate when running 2 sessions because you're running another program that wants control of the CPU (and video card) for a portion of the time. Both sessions cant have amazing framerate at the same time, because your CPU and video card are limited in what they can do.
