Whats better for playing 4-5 toons at a time, foreground fps 40, background fps 30 or background fps 0?

Background fps 20. Background fps limits your background sessions ability to move at full speed. EQ's setting if you're not using WinEQ or EQWindows forces 10 fps in the background, which means they basically move slow and cant autofollow :) I recommend at least 15 to 20. Pro users can bump it up a bit because of rendering limiting

Check the FAQ for the list of memory usage for EQ settings, then decide based on how many characters you want to run with how much RAM

I mean like eqplaynice settings that would cut the ram usage out the most.

EQPlayNice doesn't change RAM usage at all. WinEQ doesnt have any options that affect it either, you would have to do EQ options

Well, for any given foreground window you want the highest framerate possible. My recommendation is 30 to 40 for foreground, and that should be in FPS limiting mode. Any given background window you want just enough to autofollow if necessary, and low enough that it does not adversely effect the performance of your foreground window. For Lite users, I would recommend 20 fps in fps limiting mode or 30 fps in CPU limiting mode. In the current EQPlayNice release there is a bug that forces the background mode to be the same as the foreground mode, so 30/20 or 40/20. WinEQ 2.0's version of EQPlayNice runs correctly and you could set it to 30/30 or 40/30 as long as the background mode is set to CPU limiting mode.
