EQPN 1.13 works fine. Do you see the * in the upper left corner? EQPN Lite puts a red * under the network status indicator, if you have that on (F11 toggles in game).

In the foreground, EQPlayNice's default setting is "FPS Limiter" mode, which allows EQ to use 99% (not 100%) CPU unless it is going over x amount of FPS, which by default is 40. If you don't get 40 fps, EQPN is giving up a minimal amount of CPU cycles in order to let the system run properly while EQ is in the foreground. If you get more than 40 fps in certain areas, EQPN gives up a higher amount of cpu time. If you want to change it from FPS limiting to CPU limiting (note that low FPS CPU limiting will slow your character's movement a little bit), change the mode setting in EQPlayNice.ini.

In the background, EQPlayNice's default setting is "CPU Limiter" mode, which gives up a specified amount of cpu time each cycle. This amount is determined by the corresponding "Max FPS" setting, and assumes that EQ uses up exactly 0 CPU time each frame. EQ will always use CPU time so you will always get less than the Max FPS in CPU Limiter mode. By default, EQPN 1.13 Lite will use a setting of 20 Max FPS in the background, so each frame EQPlayNice gives up 1/20th of a second in CPU time. The effects of this 1/20th of a system depends entirely on your processor and video card speed. In other words, if EQ takes up 1/5th of a second every frame (e.g. you normally get 5 frames per second) your system will have a hard time benefiting from 1/20th of a second each frame and CPU usage will still be 90% or higher. If EQ takes up 1/100th of a second every frame, your system will be much happier with the same setting. If you have an older/slower computer, you may just need to decrease the background Max FPS setting.
