But I can't seem to find a way to launch a game from the console and get the name of the is window. Example, launch new everquest game and check to see if it is called IS1 or IS2 so I can connect via relay to the session. Is that possible?

No. You can open the game from the console with "Open" -- http://lavishsoft.com/wiki/index.php/IS ... Command%29

However, it doesn't become is1 or is2 until later on when it performs its Startup Sequence.

You can use a script running in the uplink to listen for the "OnSessionRenamed" event, which will have 2 parameters, first the old name (auto-named, e.g. Wow2345) and then the new name (is1, is2, etc)
