ISXDK 28 and 29 will not work with Inner Space 1.09, only ISXDK 30 will.
ISXEQ comes from MacroQuest 2, which historically has discouraged public binary (the actual programs you run, as opposed to the source code that builds them) distributions. The ISXEQ community is pretty small, since MQ2 is open source and free and people have their MQ2 macros and plugins that have "worked" for years, there's not much of an argument for them to switch to Inner Space + ISXEQ and have to re-do their work. So, while ISXEQ binary distributions are allowed, what you'll find is that the ISXEQ community pretty much still builds their own binaries and no public ISXEQ download archive is maintained that I'm aware of.
The easiest way to get a current ISXEQ download is probably to join the #isxeq chat channel on irc.lavishsoft.com and ask if someone there can provide one.
