Custom UI Not Loading

Custom UI Not Loading
Is there a setting anywhere that would stop the UI from showing on a screen, i have a small script for Eve that uses a Custom UI, it works fine on my machine, i send it all to my brother and he runs the script, no errors, BUT he does see the UI, if he tries to unload it appears too unload. I have no idea where to look to see why its not loading the UI.. any pointers please.
