fullscreen and EQ2

as of the latest patch IS is acting a bit goofy with EQ2 and fullscreen(is's fullscreen command). It used to look like full screen, but behave like windowed mode.. as in the task bar wouldnt show up unless i tabbed to another app. I took a couple pics so you could see what I mean...

normally i keep "keep taskbar on top of other windows" checked in the taskbar properties, and IS would still use it's full screen mode to cover it up. With taskbar set to on top it looks like this:

if I disable taskbar on top it looks like this in fullscreen mode now:

looks like it's just removing the titlebar from the window after the latest patch. Would be much appreciated if you could take a look at this Lax.

note: this was solved in build 2311. The patch notes didnt pop up after this last patch because of another bug in 2306, but is solved when I post the next build
