WinEQ hotkeys & Picture-in-Picture

I decided to set up the base for others to use for WinEQ functionality including Picture-in-Picture, preset hotkeys, and global activation. Installation and use requires no knowledge of programming, but requires knowing how to copy/paste into 2 separate new files with custom extensions and how to type a sequence of letters into the Games window

Not "easy" for everyone yet of course, but it's a start.

This requires Inner Space 0.55, which is going to be up shortly.
