Fixed it! Reinstalled Windows, and started to install usual set of programs, checking IS after each installation. The root of the problem was NOD32 antivirus - it seems I didn't update it for a long time. Uninstalled it and downloaded latest version, now it at least launches EVE :) Gonna set up extensions now...
