Inner Space installation issue

So, I just downloaded Inner Space to start duel boxing but it won't let me start it because my DirectX does not have the proper files installed. I went to the link it provided and that download failed (running and admin and also from safemode all in Windows 7). I may be able to manually add the DirectX files, but I need to know which files to add. Any help would be much appreciated, or if no one can assist here if they can point me in the right direction that would be great. I am not the best when it comes to computers admittedly >.>

d3dx9_37.dll is the specific file it is looking for, and it should be in the windows\system32 folder.

Ok, I manually installed the dll file into my system32 folder, restarted, and I'm still getting the prompt that I need to install Directx components. I currently have Directx 11 installed and the file that I did manually. What can I try to get it to work?

Most people have DirectX 11 installed, because it comes with Windows 7. However, the file it is looking for is part of DirectX 9. DirectX 9 is separate from (and not installed by or updated by) DirectX 11. The update to DirectX 9 that is required is also not distributed with Windows, so having Windows 7 installed doesn't mean you have this even though the required update is from before Windows 7.

Ok, after a manual installation I am now getting a different error:

Inner Space could not initialized3dx9_37.dll, error code:193. The application will now shut down.

My google foo failed me and I can figure out what is causing the error. At least it's a different error than before.

The English version of Windows' 193 error is "d3dx9_37.dll is not a valid Win32 application."

I'm not really sure what to suggest at this point
