EVE crashing on startup Under Vista and version 1.09.4505

Getting the informative error EVE Bootstrap has stopped working when launching EVE online from Innerspace

Windows Vista Ultimate (Retail)
Innerspace version 1.09.4505
EVE Online 3.21.35183

I'm attempting to reinstall EVE from the latest full client download to see that corrects the issue

Game runs fine outside of Innerspace

Also getting this same error

"ccp eve bootstrapper has stopped working"

that is the exact error message.
