Mouse release is only necessary when the game uses DirectInput in exclusive mode. This isn't the case for World of Warcraft, and it's actually not even the case for EverQuest anymore. They all use the Windows cursor.
The only difference is when you're playing a game in real full screen mode (as opposed to windowed mode with full screen emulation). In real full screen mode, there is absolutely no way to "release" the mouse to use in another window, because in this mode, the game has exclusive control over the display -- for all intents and purposes, there is no "other window" while the game is full screen. In order to switch to another window, Windows pulls the game out of full screen mode and minimizes it (when you hit alt+tab or such). Then when you switch back to it, it regains exclusive control over the display.
So the answer is if you want to "release" the mouse, you need to put the game in windowed mode instead of playing full screen. If you like the feel of full screen mode, but want the benefits of windowed mode, use full screen emulation with the game in windowed mode.
