D3D9.dll was not found

I had to format and reinstall my system. Just downloaded and installed IS and when it is run i get the error in the Title. reboot-nogo, reinstall as it requests-nogo

Any ideas?

Well, that's indicating that DirectX9 does not seem to be properly installed. Not much else I can say about that...

6th try was the charm. no clue why. DXDIAG indicated no issues. No clue why it suddenly started working but it did.
