OK, I dont know why I didnt notice this earlier, but your EQPlayNice settings are just plain bad. I dont know if you set them manually or if they got messed up somehow, but you need to change them. Go into the EQPlayNice settings in the WinEQ 2 Preferences window, and set it to 40 Max FPS in foreground, and switch it to FPS Limiter mode. Then set background to CPU Limiter mode with Max FPS 25.EQPlayNice:

This is probably the cause of the "lag" you are seeing. You're getting 20 FPS on the active window at best.
Yes, that is default. As a non-subscriber, rendering limiting isn't available to you anyway. However, EQPlayNice does not seem to be saying the same thing you're saying. I dont know why that is, but I believe you.
I think the issue is probably related to what EQPlayNice is showing in the sysinfo.txt. In the tray program it appears fine, but in game it's not for some reason. You dont have EQPlayNice running separately or anything weird like that (shouldnt be)? I just did a rebuild of EQPlayNice for WinEQ 2, so if you restart WinEQ 2 it will patch that up. Do that, get a new sysinfo and lets see if that fixes anything
