Can you restate the problem better? I'm not sure if you're having problems changing them in the preferences window, using them in the game, etc. What do you do and what happens when you do it?

Okay, so this is about Global Activation hotkeys. Look at the title of each window, each one should say which hotkey is for that window. If you set the hotkeys while the windows were open, they do not get automatically updated, you would have to restart them. Some keys are not allowed to be global activation hotkeys, because they are reserved by Windows (the global hotkey system is handled by Windows, not by WinEQ). F1,F2,F3 should be fine, but F12 for example is reserved.
Do the session windows say the keys you are trying to use?

ok hotkeys set now by exiting and restarting instances. Question, i thought hotkeys would still work when an instance is loging in or zoning? I am locked out until process is done.

Ok , I am braindead, I put hotkey changes under DAOC hotkeys instead of eq. However , I still have hotkeys locked out when an instance is loading or closing.

Okay. I'm not entirely sure now what you're trying to say though. Are you saying that trying to use a hotkey other than global activation hotkeys, with a loading or zoning window in focus, does not work? For example.. logging in, you get past server select and are loading to character select. Is this when you try to hit your next session hotkey?
The problem is that all hotkeys besides global activation are done through DirectInput, which is not processed by the game until you finish loading. Global activation hotkeys should work during those times

I understand that global hotkeys should work anytime you are saying. My question about that is I assume if I edit under Hotkeys selection, global , this will be the new global hotkey. For example I change cntrl+alt+1 to F1, then that will be the new global hotkey for first instance?

Yes, but it does not take effect until the next session is started. Global hotkeys are active and not changable for the entire duration of the session.
