Framerate and pause issues

Hello, I have installed WinEq 2.12 and am using it to 2-box. In the DoD/DoN/PoP zones, I see my framerates drop below 20. There is also a pause in between switching between my characters, so that after I alt-tab the other screen won't pop up for a second. Finally, my cursor is laggy/jerky when moving around on the screen. For instance, if I pick up a window to drag it somewhere, and then drop it, it will not end up where I want it unless I pause for a bit after I move my mouse to the area where I want it.
