why cant i access it from wineq2?

Right click on the WinEQ2 icon in the system tray, go to Options and let it expand, click on Preferences. This should bring up the WinEQ 2.0 Preferences window. You should have a list on the left hand side with:
- +WinEQ 2.0
+Dark Age of Camelot
+EverQuest
+EQPlayNice
+EverQuest II
+Warcraft III
+World of Warcraft
Click on the + next to EQPlayNice and you should have three new options:
- General
Foreground
Background
If you do not have these options then there is something wrong and you should post your sysinfo.txt to see if there is anything obvious.

Actually if he does not have the EQPlayNice options, then it means that EQPlayNice is disabled under the EverQuest, General settings.
