WinEQ v1.35 Updated

WinEQ has been updated again to solve a few issues. The manual is also updated.

- The automatic positioning of normal mode windows should be now low enough that the task bar hides.
  This should solve the problem of people asking how to make it cover up the task bar, for which the
  answer was to move the window lower.  Reset the window position to take advantage of this
- Locale-specific bugs &#40;e.g. "I can't type!"&#41; have been fixed.  Non-English servers can now be used 
  with WinEQ
