God I feel like such an idiot, but I got the problem fixed. Turns out the EQ2 installation I was putting the custom files into was not the one that IS was loading. Anyways, thanks for the help and sorry to waste your time.

I have been trying to install a custom target ring UI mod for a few days, and it just doesnt work when Innerspace is loaded. This isnt a complicated mod, you just put the two image files in a folder and it will work. The mod works when I load Everquest2.exe without Innerspace, but not with Innerspac...
