Not sure why this worked but I deleted the d3dx file from both system32 and syswow64 folders, reinstalled the redist and now it works.

Crash in module d3dx9_37.dll

Clean install on Wn7 crashes whenever I try to bring up IS. Doesn't matter if I choose patcher/configuration or just double click.
