Crash EQ on Win XP when running EQPN 1.16

When launching the game on Win XP SP1 I got kicked from the game :
EQPlayNice was unable to initialize at this time at phase 2. Your system received an unexpected response from the server. Please try again

This error crashes Everquest.exe
