I was finally able to test running another instance without antialiasing on and did not run into any problems in the zones I mentioned above. Perhaps luck or it was the root of my problem. If the issue comes up again I'll follow up with a new post and make refer back to this.

Ok, I think I know what it is but I will be unable to test it for a day or two. I was running WinEQ with no problems before but someday I decided to start running at full anti-lasing that is triggered when the eq .exe file is used. Now, I don't know if anti-lasing will affect texture memory but I do...

Just with WinEQ. And only once I start a second instance. What I find puzzling is how could I be using so much texture memory as I never had issues running two instances before when I used another program. The most instances I ever run is two.
