Forget what I said about DX9 above.
The real problem was that for Win2003 SP1 & R2 the DEP (Data Execution Prevention) is, when compatible CPU found, by default ON for all programs. Disabling Windows DEP is the solution.

WinEQ & DoN problem
So far WinEQ207Pro isn’t working with EverQuest DoN Expansion although was working perfectly during Beta.
