I tried the new developer build 5221 as you suggested with 2 accounts but only the main account launches into the game.

I'm using Build 5039 and the game no longer crashes on load like before. It seems this older build works. Now i have another issue with the windows but i won't hijack this post with it.

Try the build and see if it works for you

I should also mention i have no AV installed nor any Firewall other than Windows own which is turned off atm.

I have the exact same problem as you and crashes the exact same place using windows 7 64bit but using an Nvidia Card.
