Used that Driver Cleaner 3 I had used last time months ago to fix the BSOD that was rampant for nvidia users, and that problem with the windows "Tips" bogging my CPU usage to 92%+ went away for me. That seems to be the issue. It has been happening for me as well. I have WinEQ and EQPlayNice load on boot simply from having shortcuts in the "startup" menu in the start menu.
