ISXDK 32 and VS 2008?

ISXDK, made mandatory by the inner space release this weekend, only includes support for visual studio 2010. Are there plans to continue to support VS 2008?

No.

Unfortunately, due to some of the design decisions made when creating the ISXDK, it is binary incompatible with Visual Studio 2008. It can't be done because it will crash.

You can get a free edition of Visual Studio 2010 from the MS website: http://www.microsoft.com/express/downloads/

In addition, most schools offer VS Studio 2010 Pro/Ultimate for free, if they're a member of MSDNAA.
