WinEQ2 not not patching or working

Windows 7 Enterprise x64
16GB RAM
Trying to use with EverQuest 1
No log file in WinEQ2 folder

I downloaded it today from the website and installed it.
Opened it, logged in ok and received Error: "Could not successfully retrieve new file LavishPatcher.exe (-20). Aborting patch. You may continue to use the software."

Disabled windows firewall, tried again, same problem.

Right-Clicked tray icon > Options > Preferences.

The only parent level is [+] WinEQ 2.0.

I can expand it and there is only one child: "General"

If I start Everquest 1, it doesn't look any different than if WinEQ2 is closed.
I am unsure of how WinEQ2 operates when working but it's not working like the Quick Start for EQ shows.

Is there anything more information that may be helpful?

This is on a home network and I am logged in as an admin.

Right click WinEQ 2, and select "Run as Administrator". (Try this, even though you are logged in as an administrator)

This should allow it to patch.

Alternatively, you can install WinEQ somewhere that isn't under Program Files.
