missing everything under preferences except wineq 2.0

I just installed the thing and now I cannot use it because there are no profiles. Does it require a system restart?

No, it requires you to patch WinEQ 2 to the latest version after installing. Right click the WinEQ 2 icon and select Run as Administrator to make sure it has permissions to do so.
