WinEQ 2.14 not recognizing my DX?

I had to wipe my system, so after installing every update avaliable (including DirectX 9.0c, 0904 distribution), i finally installed WinEQ again. I run WinEQ and I get a popup

DirectX Update Required
WinEQ 2 requires the April 2006 &#40;or later&#41; update to DirectX 9 to be installed on your system.  Click OK to be taken to the download on Microsoft.com, or click Cancel and go to http&#58;//www.microsoft.com/directx, and follow the link to 'Get the Latest DirectX Here'.

Problem is, as I said, I already HAVE the latest DirectX!

Hrm. Something not installed with basic DX9.0c must have been required. I ran the DX updater and it downloaded some "Optional Runtime Components" and now it works.

I've run the dxupdate numerous times and all it tells me is that I have a newer or equal version of Dx9.0c installed, but I still receive this error message. Am I missing something? Help is much appreciated.
