It brings up the EULA screen, but doesn't respond to mouse or keyboard.

Rebooted, uninstalled WinEQ2 and reinstalled from fresh download.
Still same issue.

Well, I suggest trying 2.04 (restart WinEQ and let it update). If it still doesn't work, then I really don't know. Possibly reinstall DirectX, reinstall Windows, etc. The problem is a LOT of people constantly use WinEQ, and you seem to be the only one with this issue with the latest build. So it's hard for me to say what it could be, but there is definitely something different about your system than everyone elses. Check for spyware, viruses, etc. before doing anything drastic, those tend to interfere.

Same with 2.04
Reinstalled wineq, ran antivirus and adaware and spybot, is there any information I could post here for you to look over and tell me what about my system is fucked up compared to the average user then?

I'm going to add something that dumps a complete module list rather than just a portion of them. Once I do that, something might show up. I'll see about doing it tomorrow.

1.38 still works correctly. I do prefer 2.x though =\
