Low framerate issue identified

It turns out EQPlayNice has had a bug in it for .... ever. It never used a different "Mode" setting (between CPU Limiter or FPS Limiter) for background and foreground, even though it was supposed to. Turns out the part that read the setting from the INI file had both using the foreground setting. Well, with WinEQ 2.0 after you edit preferences, it gets stored. When it gets stored, the background setting (which defaults to CPU Limiter) overwrites it. I discovered this when I wondered why my fps was locked in at 27 or lower, when I should have been getting full framerate ;) After fixing the EQPlayNice bug, all is well.

You should change both the foreground limiting and background limiting modes to FPS mode until the next update.
