Question about resolutions

I'd like to play 2 accounts both full screen with resolutions of 1024x768, the problem is I can't figure out how to change the resolution. Can this be done by 1) using the WinEQ client or 2) manually editing any configuration files?

I assume this is for EverQuest. You don't change the resolution directly through WinEQ, this is done through the game. Enter the game, hit ALT+O, click the Display tab and click Video Modes. From there you can select whichever resolution for the game you want. In WinEQ, you can set it to use the "Full Screen (emulated)" preset at any time, but in EQ that has nothing to do with the game resolution.. it will just scale the game to the size of your desktop. To use the preset, hit SHIFT+ALT+F or open the game window context menu and go Presets->Full Screen (emulated)
