can't get alt+shift commands to work on 1.35

Hi all. I just downloaded winEQ 1.35 and it starts in windowed mode but key commands wont work so that I can get 1/4 screen and run the next account. I looked at the settings and everything appears to match what is on the quick start guide. Any suggestions?? Any help is appreciated. Mend
